The State Correctional Institution at Albion is located in Erie County, one mile south of Albion, Pa., on Route 18. It is one of five prototype prisons designed and constructed by the Pennsylvania Department of Corrections in the mid 1990′s. It was constructed as a cooperative venture between Pennsylvania and the County of Erie. The county developed a prison authority, floated the bonds, and built the facility on a fast track basis to state specifications. The state pays for the bonded indebtedness on a monthly basis. The facility was constructed as a 1,000-cell medium security institution to house adult male offenders.
The SCI Albion facility occupies approximately 290 acres. Though the facility is designated medium security, it houses a number of close security offenders.

If a major holiday should fall on a weekend, all inmates with visiting privileges will be permitted to visit for that day only.
Each SCI Albion inmate is authorized two visits per week, one of which may be on the designated weekend. An inmate is only permitted one visit per day. Visitors attempting to visit after the two visits have been received will not be authorized. Inmates are expected to arrange their visits so that excess visitors are not disappointed. A week is defined as running from Monday through Sunday. If a visit is not used one week, it may not be carried over to the next week.
Each inmate is allowed only one visit per weekend on alternate weekends. The schedule is based on the inmate’s Department of Corrections institutional number. A complete schedule is posted on housing unit bulletin boards. Inmates should check this schedule to make sure it is the authorized weekend to avoid any inconvenience.
Visits for SCI Albion inmates in disciplinary or administrative custody status will be provided in a separate area for security purposes. Visiting hours are 9:00 a.m. to 2:00 p.m., Monday through Friday. Weekend and holiday visits are not permitted. Administrative custody: Visits are limited to a one hour non-contact visit per week with any individual on the inmate’s approved visiting list. A maximum of two visitors are permitted. Disciplinary custody: Visits are limited to a one hour non-contact visit per month with immediate family members only. A maximum of two immediate family members are permitted.
SCI Albion Visitors must be 18 years or over unless accompanied by a parent or guardian who is on the inmate’s approved visiting list. County Children/Youth Services Agency staff, or an adult(s) approved by the parent/legal guardian may accompany the child provided proper documentation is available. A minor’s name will only be placed on the approved visitor’s list with the written permission of the minor’s parent or legal guardian on form DC-313.
All visitors must have proper identification to visit which includes date of birth. Visitors must have one of the following forms of identification: (1) driver’s license; (2) government issued ID card provided it contains a photograph or information such as name, date of birth, sex, height, eye color, and address; (3) school ID with photograph; (4) U.S. Passport; (5) certificate of U.S. Citizenship or Naturalization; (6) Alien Registration Receipt Card with photograph; (7) Temporary Resident Card; or two of the following forms of identification: (1) voter’s registration card; (2) military card or draft record; (3) vehicle registration; (4) social security card; (5) certified birth certificate; (6) U.S. citizen ID card; (7) school record or report card; (8) clinic, doctor, immunization, or hospital record; (9) learner’s permit; or (10) any other document that contains information such as name, date of birth, sex, height, eye color, and address. Any forms of identification presented after the expiration date indicated on the document will not be accepted.
The number of adult visitors on any given visit is limited to five. The number of children visitors on any given visit is limited to five.
Every opportunity will be given for a full visit, but a visit may be limited for the following reasons: (1) visitor does not comply with visiting regulations; (2) overcrowded conditions; (3) unexpected situation or problems arise warranting the termination of the visit necessary for the welfare of everyone concerned; (4) personal conduct; and/or (5) inappropriate physical contact.
SCI Albion has the right to assign specific seating locations for visitors and inmates, and the Visiting Room Officer will assign specific seating assignments to those inmates and visitors who are suspected of or have displayed problems with obeying the procedures.
Physical contact is limited to holding hands during the visit. A brief kiss and embrace may occur only when meeting and departing. There will be no long or passionate kissing or petting permitted. Such violations will be cause for termination of the visit and disciplinary action taken against the concerned inmate. Violations of the physical contact regulations may be cause for the removal of a particular visitor from the inmate’s approved visiting list.
SCI Albion Visitors will dress appropriately to visit in a family centered environment. The following restrictions are in effect: (1) no halter-tops, tube tops, and/or tank tops; (2) no strapless dresses or tops; (3) no sleeveless clothing with loose fitting armhole openings; (4) no clothing that exposes the shoulder and/or midriff; (5) dress and skirt length may not be shorter than 4” above the middle of the knee cap, with no slits extending beyond mid-thigh; (6) no see through or revealing clothing is permitted which includes clothes that are too tight, have holes or cutouts that reveal flesh, and/or undergarments or the appearance thereof; (7) no clothing that references obscene language, drugs, sex or violence; (8) no hoods; and (9) visitors should wear as little metal as possible such as buckles, undergarments containing metal, metal snaps, or buttons, etc.
SCI Albion Visitors who appear to be under the influence of alcoholic beverages, drugs or narcotics, or who display inappropriate behavior, shall not be permitted to visit or remain on the institution’s grounds.
Visitors and inmate are expected to conform to acceptable codes of behavior during the visit. Profanity, loud and boisterous behavior will not be tolerated. Any physical conduct, which may be a disruptive influence or distraction to other visitors and which interferes with the wholesome atmosphere of the visiting room, will be cause for termination of the visit.
The individual accompanying a minor is responsible for the welfare and behavior of the minor and any damages the minor may cause while in the visiting room or on state property. Children may not run throughout the visiting room. A children’s play area has been designated for your children’s use. Please ensure they treat toys with care and return the items to their proper location. Failure to properly supervise children will result in termination of the visit.
SCI Albion Visitors may not return to the visiting room once they have left. Visitors must leave the institution grounds once the visit has been completed.
The exchange of any item during the visit is strictly prohibited unless specific permission is received from the visiting room officer. Smoking is not permitted on visits.
Falsification of identification by impersonating an authorized visitor shall disqualify the approved visitor from future visits and may be considered an attempt by the inmate to circumvent visiting privileges. You will be subject to disciplinary action if investigation reveals that you knowingly conspired with a visitor to circumvent regulations.
A visitor may purchase refreshments from the vending machines in the visiting room for an inmate; however, the inmate may not possess any money.
SCI Albion Former inmates and parolees as well as inmates on probation may be permitted to visit with the prior written approval and written consent of the Superintendent and Parole/Probation authorities.
The maximum length of any SCI Albion visit will be determined by the capacity of the Visiting Room. The minimum length of any visit is one hour, although an attempt will be made to permit a longer visit.
Visitors are encouraged to come during the week rather than the weekends in order to avoid congestion and assure a pleasant visit. Your visit may be terminated if overcrowded conditions occur. Visiting room capacity has been established at 150 visitors and inmates.
SCI Albion Visitors are permitted to visit only one inmate at a time.
Cell phones and/or pagers are not permitted inside the facility. They must be properly secured in your vehicle prior to entering the facility. Alcoholic beverages, narcotics, drugs and/or drug paraphernalia, cameras, and tape recorders are not permitted anywhere on the grounds or inside the facility.
It is illegal to introduce, or attempt to introduce, into any State Correctional Institution any weapon, implement of escape, spirits or fermented liquor, drugs, medicine, or other kinds of narcotics. Proper law enforcement authorities will be contacted if this occurs.
SCI Albion Visitors are not permitted to take coats, jackets or other outer garments to the visiting room. No hoods of any kind will be permitted in the visiting room. This includes, but is not limited to, sweatshirts, shirts, sweaters and wind suit/sweat suit jackets. Lockers are available in the Lobby for visitors to store coats, personal keys, etc. while on their visit. Each locker requires a 25 cent deposit to retrieve the key. The 25 cents will be returned upon return of the key.
Money, limited to a reasonable amount per person and nothing larger than a $5.00 bill will be permitted in a clear plastic bag. No purses, handbags, credit cards or MAC cards will be permitted into the SCI Albion visiting room. Remote locks and/or remote starters will not be permitted into the visiting room. Feminine hygiene products are available in the visiting room restroom and are not permitted to be taken into the visiting room.
The photo machine in the Visiting Room only accepts cash, which must be handled by the Visitor. The cost is $1.00 per picture.
Spiritual advisors may bring in religious materials.
One original, unopened plastic jar or container of baby food and 3 clear, plastic bottles will be permitted in the Visiting Room. Bottles must be pre-mixed. The visiting officer shall open all vacuum-sealed jars to ensure the jars had not been opened previously. Three diapers and six baby wipes will be permitted, but must be in a clear plastic bag. One baby blanket, no larger than 36” x 48”, one burp cloth, no larger than 12” x 12”, and one bib will be permitted. Diaper bags are not permitted into the visiting room.
A SCI Albion visitor who is medically required to wear an item constructed with metallic items (i.e., back brace, knee support, etc.), or who is medically required to use an ambulatory assistance device (i.e., wheelchair, walker, cane, crutches, etc.) must provide a doctor’s certificate verifying the medical requirement. A visitor without a doctor’s certificate will only be permitted to have a non-contact visit.
If you have a medical condition that requires you take medication into the visiting room with you, a doctor’s certification must be presented to the visiting process officer. The doctor’s certification must clearly state the name and dosage of the medication and the frequency of intake. Medications will not be allowed into the visiting room without proper documentation.
All SCI Albion visitors, including minors, are subject to search before, during, and after visiting. A visitor is subject to searches of vehicles parked on facility grounds to include K-9 search. Every visitor is subject to be scanned by an Electronic Drug Detection Device and to K-9 search. Any visitor refusing to comply with facility search procedures will not be permitted to visit and is subjected to visiting suspension at all State Correctional Institutions. All passengers in a vehicle whereby the driver/owner refuses a vehicle search is also subject to visitor suspension.
All visitors are required to pass the metal detector. Individuals failing to comply with these guidelines may receive a one hour, non-contact visit at the Shift Commander’s discretion. Any further failure to comply with guidelines will result in DENIAL of visiting privileges.
